The Fez Border Studies Conference II: Interdisciplinary Dialogues on Borders, Walls, and Security
Conference to be held by the University Sidi Mohammed Ben Abdellah of Fez (Laboratory of Legal and Political Studies, Morocco), with the University of Quebec at Montreal (Chaire Raoul-Dandurand, Canada) and INALCO (France), in collaboration with Arizona State University (School of Transborder Studies, USA).
While the literature on borders and border walls has grown significantly in the past decades, much of this scholarship remains centred and produced in and on the Global North, while international co-authored publications continue to be the exception rather than the rule. This event aims to substantially rethink the acceleration of border fortification and its impact by decentering the analysis mainly produced in the North. In an era marked by resurgent nationalism, supply chain disruptions, hypersecuritization, polycrisis building on health (in)security and climate change, borders reclaim centrality and intensify their role as key political features and spatial technologies. This call seeks to shift the lens, focusing on how deglobalization processes —real or imagined—are transforming border regimes, bordering practices, migration governance, and wall-building projects worldwide. It emphasizes the importance of the global South and non-Western/or Native perspectives and gender inclusivity in rethinking borders as imposed colonial constructs and as lived, contested, and relational spaces. Alternative knowledge systems challenge the very premises of territorial sovereignty, national boundaries, and fixed border regimes, offering alternative frameworks for understanding land, mobility, and political belonging.
This conference builds on the foundations of the 2024 conference, entitled “Towards a New Agenda in Border Studies”, where participants articulated the Fez Agenda for Border Studies. This second edition seeks to advance that agenda, interrogating borders and walls through interdisciplinary, transnational, and alternative perspectives. It will offer a unique and unprecedented space for in-depth discussions around the renewal of border wall studies, aiming at fostering the establishment of an inclusive, innovative and multidisciplinary research network. The particular objective of this conference is to push forward our new agenda of border and border wall studies that can benefit the border studies community as a whole. It is also about helping to forge closer links between researchers from distinct geographical areas that tend to coexist but rarely cross paths, actively supporting and fostering co-theorization and co-production of knowledge and exploring effective collaborative practices.

النسخة الثانية من مؤتمر فاس للدراسات الحدودية: حوارات متعددة التخصصات حول الحدود والجدران والأمن
ينظم هذا المؤتمر من قبل جامعة سيدي محمد بن عبد الله بفاس (مختبر الدراسات القانونية والسياسية بكلية العلوم القانونية والاقتصادية والاجتماعية، المغرب)، بشراكة مع جامعة كيبك في مونتريال (كرسي راوول دونديرو، كندا)، والمعهد الوطني للغات والحضارات الشرقية – إينالكو (فرنسا)، وبالتعاون مع جامعة ولاية أريزونا (كلية الدراسات العابرة للحدود، الولايات المتحدة)، وجامعة جنوب آسيا (الهند).
رغم أن الأدبيات الخاصة بالحدود والجدران الحدودية شهدت تطورا ملحوظا خلال العقود الماضية، فإن معظم هذه الأبحاث لا تزال تُنتَج وتتركز في بلدان الشمال العالمي، بينما تظل المنشورات المشتركة دوليا تمثل الاستثناء لا القاعدة. ويهدف هذا المؤتمر إلى إعادة التفكير بشكل جذري في تسارع تحصين الحدود وتداعياته، من خلال تفكيك مركزية التحليل المرتبط بالشمال. ففي عصر يتسم بتصاعد القوميات، واضطراب سلاسل التوريد، وتضخم سياسات الأمن، وتعدد الأزمات الصحية والمناخية، تستعيد الحدود مركزيتها وتعزز من دورها كعنصر سياسي وتقني محوري. وفي هذا الإطار، يأتي هذا المؤتمر لتسليط الضوء على كيفية تأثير عمليات نزع العولمة – سواء أكانت واقعية أم متخيلة – في تحويل أنظمة الحدود، وممارساتها، وحوكمة الهجرة، ومشاريع بناء الجدران حول العالم.
تشدد هذه المبادرة على أهمية الرؤى القادمة من الجنوب العالمي، والمقاربات غير الغربية و/أو الأصلية، وأخذ النوع الاجتماعي بعين الاعتبار، في إعادة التفكير في الحدود باعتبارها بنى استعمارية مفروضة، وفضاءات معاشة ومتنازَع عليها وعلائقية. كما تُسائل نظم المعرفة البديلة الأسس ذاتها التي تقوم عليها السيادة الإقليمية، والحدود الوطنية، والنماذج الجامدة لأنظمة الحدود، من خلال تقديم أطر نظرية بديلة لفهم الأرض، والتنقل، والانتماء السياسي.
ينطلق هذا المؤتمر من مخرجات النسخة الأولى لعام 2024، التي نظمت تحت عنوان: « نحو أجندة جديدة للدراسات الحدودية »، حيث تم خلالها إعلان ”أجندة فاس للدراسات الحدودية“. وتسعى النسخة الثانية إلى تطوير هذه الأجندة عبر استكشاف الحدود والجدران بمنظور متعدد التخصصات، وعابر للحدود الوطنية، ومنفتح على المقاربات البديلة. ويتيح هذا اللقاء فضاء فريدا ومفتوحا لنقاشات معمقة حول تجديد دراسات الجدران الحدودية، مع السعي نحو تأسيس شبكة بحثية شاملة ومبتكرة ومتعددة التخصصات.
ويتمثل الهدف الرئيسي من المؤتمر في تعزيز التراكم المعرفي ضمن ”أجندة فاس“، بما يسهم في إثراء مجتمع دراسات الحدود عالميا. كما يسعى إلى ربط الباحثين من مختلف المناطق الجغرافية، الذين كثيرا ما ينشطون في فضاءات بحثية متجاورة دون أن تتقاطع جهودهم، عبر تشجيع التنظير المشترك، والإنتاج الجماعي للمعرفة، وتطوير آليات فعالة للتعاون العلمي.

2e édition de la Conférence de Fès en études frontalières
« Frontières, murs frontaliers et sécurité : dialogues interdisciplinaires »
Ce colloque international est organisé par l’Université Sidi Mohammed Ben Abdellah de Fez (Laboratoire en études juridiques et politiques, Maroc), avec l’UQAM (Chaire Raoul-Dandurand, Canada) et l’INALCO (France), et en collaboration avec Arizona State University (School of Transborder Studies, États-Unis).
Si la littérature sur les frontières et les murs frontaliers s’est considérablement enrichie au cours des deux dernières décennies, une grande partie de ces travaux restent centrés et produits dans et sur le Nord global. Cet événement vise à repenser en profondeur l’accélération de la fortification des frontières et son impact en décentrant l’analyse depuis les sociétés et pays des Suds. À une époque marquée par la résurgence du nationalisme, les perturbations des chaînes d’approvisionnement, l’hypersécuritisation des migrations, et des phénomènes de polycrises entraînant de l’insécurité sanitaire et des changements environnementaux et climatiques, les frontières semblent retrouver leur centralité en tant qu’objets et processus clés de l’organisation spatiale et humaine. Cette conférence vise à réfléchir sur les multiples manières dont les processus de démondialisation, réels ou imaginaires, transforment les régimes frontaliers, les pratiques frontalières, la gouvernance des migrations et les projets de construction de murs à travers le monde. Il s’agit notamment de souligner l’importance des perspectives du Sud et des pays et sociétés non occidentaux, ainsi que d’inclure les expériences genrés et autochtones, dans la redéfinition des frontières en tant que constructions politiques imposées et en tant qu’espaces vécus, contestés et de mise en relation. Ces systèmes de connaissances décentrés remettent en question les prémisses mêmes de la souveraineté territoriale, des frontières nationales et des régimes frontaliers pensés comme fixes, offrant des cadres alternatifs pour comprendre l’environnement, la mobilité et l’appartenance politique des êtres humains.
Cette conférence s’appuie sur les conclusions de la conférence de 2024, intitulée « Vers un nouvel agenda pour les études frontalières », au cours de laquelle les participants ont articulé l’Agenda de Fès pour les études frontalières. Cette deuxième édition vise à faire avancer cet agenda en interrogeant les frontières et les murs à travers des perspectives interdisciplinaires, transnationales et alternatives. Elle offrira un espace unique et sans précédent pour des discussions approfondies sur le renouveau des études sur les murs frontaliers, dans le but de favoriser et de renforcer la mise en place d’un réseau de recherche inclusif, innovant et multidisciplinaire. L’objectif particulier de cette conférence est de faire avancer notre nouvel agenda des études sur les frontières et les murs frontaliers, qui peut bénéficier à l’ensemble de la communauté des études frontalières. Il s’agit également de contribuer à forger des liens plus étroits entre des chercheurs de zones géographiques distinctes qui ont tendance à coexister mais se croisent rarement, en soutenant et en encourageant activement la co-théorisation et la co-production de connaissances et en explorant des pratiques de collaboration efficaces.
